1. 100% Stamp Duty Exemption on Land Purchase or Lease :

If you are acquiring land for a biomass project in Haryana, you are eligible for 100% stamp duty exemption. Whether you buy land or lease it, you do not have to pay stamp duty, reducing your initial investment cost significantly.

2. Agricultural Land Use Permitted Without Conversion :

One of the biggest challenges for entrepreneurs is land conversion. However, under this policy:

  • You can set up biomass projects on agricultural land without requiring land conversion approvals.

  • No External Development Charges (EDC) or Infrastructure Development Charges (IDC) need to be paid.

  • No scrutiny fees for project approvals.

3. CLU (Change of Land Use) and DTP Approval Exemption :

Many businesses face challenges in obtaining Change of Land Use (CLU) approvals. Under this policy, biomass projects are exempted from CLU approval requirements.

  • The District Town Planner (DTP) department has been officially notified that biomass projects do not require CLU clearances.

  • This means you can save time and costs while setting up your project.

4. Panchayat Land Lease for 35 Years :

If you do not own land, you can lease Panchayat land for up to 35 years for biomass projects.

  • This creates a win-win situation—businesses get access to land at lower costs, and Panchayats generate revenue from leasing their vacant land.

5. Pollution Control Board Fee Exemption :

All biomass energy projects require approvals from the State Pollution Control Board. However, under this policy:

  • Consent to Establish (CTE) and Consent to Operate (CTO) fees are completely exempted.

  • This means no pollution-related fees need to be paid by biomass project owners.
