The Damodar Valley Corporation (DVC) — a Public Sector Undertaking (PSU) under the Government of India – has invited separate tenders for each of its four thermal power plants for the supply of non-torrified, agricultural residue-based biomass pellets. These tenders are part of India’s broader mission to promote renewable energy and reduce dependency on fossil fuels.
Thermal Power Plants and Tender Details
1. Bokaro Thermal Power Station (BTPS), Jharkhand
- Requirement: 29,200 Metric Tonnes (MT)
- Duration: 2 Years (730 Days)
- Last Date to Apply: 24th July 2025
2. Durgapur Steel Thermal Power Station (DSTPS), West Bengal
- Requirement: 51,100 MT
- Duration: 2 Years
- Last Date: 25th July 2025
3. Raghunathpur Thermal Power Station (RTPS), West Bengal
- Requirement: 51,100 MT
- Duration: 2 Years
- Last Date: 25th July 2025
4. Mejia Thermal Power Station (MTPS), West Bengal
- Requirement: 51,100 MT
- Duration: 2 Years
- Last Date: 24th July 2025
5. Koderma Thermal Power Station (KTPS), Jharkhand.
- Requirement: 51,100 MT
- Duration: 2 Years
- Last Date: 25th July 2025
👉 Total opportunity across all four plants = nearly 2,33,600 MT over two years.
Who Is Eligible?
- Only manufacturers of biomass pellets can participate.
- The pellet manufacturing plant must be located within 300 km radius of the respective power plant.
- Pellets must be non-torrified and made from agricultural residues only (wood-based pellets are not accepted).
- Minimum supply offer: 20 MT per day.
- The bidder must have at least one successful biomass pellet supply experience to any government organization or power plant in the last 3 years.
- GEM (Government e-Marketplace) portal registration is mandatory.
Financial Eligibility:
You must have:
- A minimum annual turnover based on the quantity you intend to supply
- Sufficient net worth and working capital as per the tender norms
If you’re a registered MSME (Micro, Small and Medium Enterprise) or a Startup, you may get relaxation in financial criteria
- However, technical eligibility is still mandatory
Technical Specifications:
- Moisture content in pellets: ≤ 14%
- Fines (powder content): ≤ 5%
- Only agricultural residue is allowed
- You may blend materials like bamboo dust, press mud, bagasse, sawdust, etc., but you must declare the blending ratio
Pricing & Payment Terms:
- Base price calculation is based on 3400 Gross Calorific Value (GCV) per kilogram
- Pricing range accepted: GCV between 2800 to 4000 kcal/kg
- Price is adjusted proportionately based on the GCV declared
- Base price will include GST and transportation cost
- Payment Cycle:
- 75% of the invoice value is paid immediately after delivery
- Remaining 25% is paid after invoice and form submission
- Total payment release within 15 days
Additional Notes:
- Supply must be done to the respective power station site — loading, transportation, and unloading are part of supplier’s scope
- Bidders can apply for one, multiple, or all tenders depending on their capacity
- Each plant has its own tender ID and separate application process
