The objective of this tender is to promote cleaner energy by co-firing biomass pellets in coal-fired power plants while supporting sustainable crop residue management.

Tender Requirement

Supply of high-quality Agro-Residue Based Non-Torrefied Biomass Pellets manufactured from agricultural crop residues such as:

• Paddy Straw
• Mustard Stalk
• Soybean Residue
• Other Approved Agricultural Residues

Special Raw Material Requirement

At least 50% of the raw material used in pellet manufacturing must consist of Rice Paddy Stubble / Straw / Crop Residue sourced from Punjab, Haryana or NCR Region.

Pricing Mechanism

The procurement follows the Ministry of Power notified benchmark pricing model.

Fixed Ex-Factory Price

• ₹8,282.40 per MT
• Inclusive of 5% GST
• Applicable for 3400 Kcal/Kg GCV

Transportation Price

Bidders are required to quote only:

• Transportation Charges
• Loading & Unloading
• Applicable GST

The ex-factory pellet price remains fixed.

Technical Specifications

Eligibility Criteria

Eligible bidders include:

• Biomass Pellet Manufacturers
• Biomass Pellet Traders
• Biomass Aggregators

Technical Qualification

The bidder should have successfully supplied:

• Minimum 5,000 MT of Biomass Pellets
• During any continuous 12-month period
• Within the last three financial years

Local Supplier Requirement

Only Class-I Local Suppliers (100% Local Content) are eligible.

Quantity Requirement

Minimum quoted quantity:

20 Tonnes Per Day (TPD)

Further quantities shall be quoted in multiples of 10 TPD.

Contract Period

Supply shall be completed within:

270 Days

from the date of Letter of Award (LOA).

Security Deposit

Successful bidders shall submit:

Contract Performance Guarantee (CPG):

• 5% of Total Contract Value

Commercial Conditions

No Liquidated Damage (LD) Period

• Initial 60 Days from commencement of supply.

Supply Shortfall

After the No-LD period:

• Monthly supply shortfall exceeding 30% shall attract Liquidated Damages (LD) at 5% of quoted FOR price per MT.

Terms & Conditions

1. Any additional work shall be charged separately.
2. Expenses such as Tender Fee, EMD, DSC, Stamp Papers, CA Certification, Notarization, Layout Maps, Power of Attorney, etc., shall be borne by the client.
3. The client must ensure complete documentation before submission.
4. KIP shall not be responsible for non-submission due to incomplete documents, non-payment of EMD, portal issues, or any external factors beyond its control.
5. The client is responsible for arranging timely EMD payment.
6. Financial bid preparation and final quote shall be the client’s responsibility.
7. The client must regularly monitor the tender portal after submission for updates and communications.
8. Any post-submission services requested by the client will be charged separately.
9. Professional fees paid to KIP are non-refundable.
