Who Can Apply?

The following entities are eligible to participate:

1. Individual

Land must be in the applicant’s own name.

2. Partnership Firm

Land can be in the name of the firm or partner(s), provided it is reflected in the Partnership Deed.

3. Company

Land must be in the name of the Company or Trust only.

4. Lease Holders

Applicants holding land under a Registered Lease Deed for minimum 4 years from the date of bid submission with permission to construct CAP can apply.

5. Lease With Services Applicants

Applicants opting for Lease With Services should have:

• Minimum 2 years experience in preservation & maintenance of food grains, OR
• Employ personnel having minimum 3 years relevant experience.

Land Ownership Eligibility

Applicants must satisfy any one of the following conditions:

• Own suitable land.
• Hold land under Registered Lease Deed (minimum 4 years validity).
• Willing to acquire land through ownership or registered lease deed within 15 days from acceptance of GeM bid.

Applicants not holding land at the time of submission can participate by providing the required additional Bank Guarantee.

within 15 working days from issuance of Acceptance Letter.

Location Conditions

• Bidders can apply for multiple locations.
• Separate EMD requirements apply as per offered location capacity.

Land Identification & Technical Conditions

The proposed land must satisfy the following requirements:

• No HT Line (11 KVA and above) passing over proposed CAP layout.
• Non-Encumbrance Certificate (NEC) or undertaking.
• Site sketch and location map.
• Preferably located on National or State Highway.
• Connected through all-weather motorable road.
• Sufficient truck movement accessibility.
• No restrictions on transport operations.
• Brick-paved or gravel roads are also acceptable.

Construction Requirements

Selected bidders must complete CAP construction within:

60 Days

from acceptance of allotment or before completion of government wheat stacking operations, whichever occurs earlier.

The bidder must also provide:

• Internal roads
• Weighbridge
• Office Building
• Boundary fencing
• Toilets
• Drainage system
• Electricity connection
• Water supply

No separate payment shall be made for these facilities.

Lease Only & Lease With Services (LWS)

Applicants may choose any one option:

Lease Only

Storage space provided on rental basis.

Lease With Services (LWS)

Storage facility plus grain preservation and maintenance services.

Price Bid Conditions

Bidders must quote rental rates on:

Per Quintal Per Month Basis

for the offered storage capacity.

Rent Escalation

Lease Only

• No rent enhancement during guaranteed period.

Lease With Services

• Annual increase allowed at 33% of increase in WPI.
• Decrease may apply if WPI falls.
• Rates cannot fall below initially approved rates.

Insurance Requirement

Lease Only

The lessor must insure the CAP property throughout the agreement period.

Lease With Services

The lessor must insure:

• CAP Property
• Stored Food Grain Stocks

at their own cost.

Normalisation Factor

For evaluation of Financial Bids:

₹0.065 per Quintal per Kilometer

shall be applied as Normalisation Factor.

4. KIP shall not be held responsible for non-submission of the tender due to incomplete documentation, non-payment of EMD, technical issues on the portal, or any other external reasons beyond our control.

5. The applicant must ensure the availability of funds and timely payment of EMD and other applicable fees.

6. The financial bid/rate shall be finalized solely by the applicant.

7. The applicant is responsible for regularly checking the portal for updates, corrigenda, notices, and further communications after tender submission. KIP shall not be liable for providing such updates.

8. Any services required after tender submission shall be charged separately.

9. Replies to observations, clarifications, technical queries, or deficiency documents raised by the tender authority shall be charged separately, if the client wishes to avail such services.

10.Payment of professional fees shall be deemed as acceptance of all Terms & Conditions mentioned herein.

11.Professional fees paid to KIP are non-refundable under any circumstances.
