Biomass Briquettes Supply Tender – Odisha Dairy Plant
The odisha State Cooperative Milk Producers’ Federation Ltd. (OMFED) invites e-tenders from reputed Bio-Mass Briquette manufacturing units for the supply of high-quality biomass briquettes to Berhampur Dairy.
This procurement forms part of OMFED’s annual fuel requirement to support sustainable dairy operations, with an estimated contract value of ₹36,00,000/-.
Technical Specifications & Quality Standards
Suppliers must ensure strict compliance with the following technical and quality parameters:

Total Required Quantity: 420 Metric Tonnes (MT)

Gross Calorific Value (GCV): 3800 – 4000 Kcal/kg

Moisture Content: 5% – 10%
-
Ash Content: 5% – 10%

Size & Shape: Uniform briquettes of 90 – 100 mm

Quality Requirements:

Fresh material only
-
Free from adulteration, insects, fungus, infestation, and objectionable odour
-
No dirt, extraneous matter, iron, or metallic particles

Only materials meeting the above standards will be accepted by the plant’s quality inspection team.

Eligibility & Qualification Criteria
Bidders must fulfill the following minimum eligibility requirements:

Bidder Type: Reputed Bio-Mass Briquette Manufacturing Unit

Minimum Annual Turnover: ₹20,00,000/- (FY 2023-24)
Financial Terms & Commercial Conditions

Tender Document Fee: ₹590/- (including 18% GST), non-refundable
-
Earnest Money Deposit (EMD): ₹75,000/- (Online payment through Odisha e-Procurement Portal)

EMD exemption applicable for Co-operatives, Government bodies, NSIC & MSME-registered firms

Security Deposit: 2% of the total bid value, payable within 7 days of Purchase Order issuance

Payment Terms: 100% payment within 30 days of material acceptance by the quality department

Price Basis: FOR (Freight on Road) destination, inclusive of all taxes, duties, freight, transportation, and unloading charges
Important Note:
OMFED reserves the right to increase or decrease the tender quantity or delivery period based on operational requirements.
In case of delayed or partial supply, a penalty of 0.5% per week on the value of the delayed quantity shall be levied.

Terms & Conditions
1 Any other work shall be separately Charged.
2 Any work related expenses such as Tender Fee/EMD/Digital Signature(if applicable)/Stamp Papers/Mohar/Layout Map/PAN/Partnership Deed/Lease Deed/Power of attorney/Notarization/CA. Certification etc. shall be born by party itself.
3 Party need to ensure Complete Documentation as required for Tender Filling.
4 We at KIP, Shall not be liable for not submission of tender due to Non- Submission of Documents/Not Making EMD Payment/Technical Problem on Portal or any other external cause/causes which are not controlable.
5 Party need to ensure Payment Mode for EMD Money and timely deposit of it.
6 Party need to fix up Financial bid at their end.
7 Party need to keep updated himself for Portal Update after submission of Tender. We at KIP, shall not be liable to give update for any further communication for said tender.
8 If Client want to take any services after submission of tender then that will be separatly charged.
9 Our Professional fees are not refundable.
