1. Employment Generation Subsidy
The Employment Generation Subsidy serves as a critical tool for addressing the challenges of unemployment and underemployment in the state. By offering financial incentives, the scheme aims to make it easier for companies to expand their operations while simultaneously contributing to the local labor market. The subsidy is aligned with the broader goals of the HEEP, 2020, which seeks to stimulate industrial growth, increase the state’s competitiveness, and provide sustainable livelihoods for the local population.
Under the scheme, businesses can receive subsidies based on the number of employees they hire, the wages they offer, and the nature of the work Special provisions are also made to encourage the hiring of women, youth, and marginalized groups, promoting inclusive growth within the state.
The Testing Equipment Assistance Scheme is a key component of the Haryana Enterprises and Employment Policy (HEEP), 2020. In pursuance to the provision under Chapter 14 of the Haryana Enterprises and Employment Policy, 2020 notified in Gazette vide No.25/05/2020-4IB-I dated 29.12.2020, the Governor of Haryana is pleased to notify the “Testing Equipment Assistance Scheme” for the enterprises of various categories.
The Testing Equipment Assistance Scheme in Haryana is a government initiative In order to ensure “Zero Defect” in the quality of products to make globally competitive, the Micro, Small and Medium enterprises have to upgrade the quality of the products for which they are required to create testing facilities for testing of raw- materials and end products. In order to meet this objective, State Govt. has made provision for Testing Equipment Assistance.
The Electricity Duty Exemption is a key component of the Haryana Enterprises and Employment Policy (HEEP), 2020. In pursuance to the provision under Chapter 14 of the Haryana Enterprises and Employment Policy, 2020 notified in Gazette vide No.25/05/2020-4IB-I dated 29.12.2020 and the Governor of Haryana is pleased to notify the “Electricity Duty Exemption” with an objective to provide affordable credit to new Micro, Small & Medium Enterprises, Large Enterprises, Mega Projects, Start-ups and enterprises operating for import substitution.
Under the scheme, to reduce the cost of doing business in the State Electricity Duty Exemption paid shall be provided to the investor @ 75% – 100% Electricity Duty Exemption for 5-20 years. The quantum of incentive shall vary as per the segment i.e. Micro, Small, Medium, Large and Mega and as per the location of the project.
The Investment Subsidy in lieu of Net SGST is a key component of the Haryana Enterprises and Employment Policy (HEEP), 2020. In pursuance to the provision under Chapter 14 of the Haryana Enterprises and Employment Policy, 2020 notified in Gazette vide No.25/05/2020-4IB-I dated 29.12.2020 and the Governor of Haryana is pleased to issue corrigendum under the ‘Haryana Enterprises & Employment Policy, 2020’, Annexure-4 (Fiscal Incentives and Infrastructure Schemes) in the schemes namely “Investment Subsidy in lieu of Net SGST” Gazette vide No.25/05/2020-4IB-I Dated: 04.05.2023 with an objective to reducing cost of doing business to make the industry competitive and sustainable.
Under the scheme, to reduce the cost of doing business in the State investment subsidy in lieu of Net SGST paid shall be provided to the investor @ 30% – 100% Net SGST reimbursement for 5-10 years. The quantum of incentive shall vary as per the segment i.e. Micro, Small, Medium, Large and Mega and as per the location of the project.
The Haryana Gramin Udyogik Vikas Yojna is a key component of the Haryana Enterprises and Employment Policy (HEEP), 2020. In pursuance to the provision under Chapter 14 of the Haryana Enterprises and Employment Policy, 2020 notified in Gazette vide No.25/05/2020-4IB-I dated 29.12.2020, the Governor of Haryana is pleased to notify the “Haryana Gramin Udyogik Vikas Yojna” with an objective to provide capital support, and effective and affordable credit to the New Micro Enterprises in rural areas of „B‟, „C‟ &„D‟ category blocksto spur rural industrial growth.
Micro-enterprises in rural areas, the ‘Haryana Gramin Udyogik Vikas Yojna’ is also being introduced under this policy. In order to promote rural entrepreneurship and balanced regional growth, the scheme shall offer an array of attractive incentives i.e. Capital Subsidy, Interest Subsidy and DG Subsidy for Micro Enterprises in rural areas under the jurisdiction of village panchayat.
The Interest Subsidy is a key component of the Haryana Enterprises and Employment Policy (HEEP), 2020. In pursuance to the provision under Chapter 14 of the Haryana Enterprises and Employment Policy, 2020 notified in Gazette vide No.25/05/2020-4IB-I dated 29.12.2020 and the Governor of Haryana is pleased to notify the “Interest Subsidy Scheme” with an objective to provide affordable credit to new Micro, Small & Medium Enterprises, Start-ups and enterprises operating for import substitution.
Under the scheme, to reduce the cost of doing business in the State Interest Subsidy paid shall be provided to the investor @ 5% – 8% interest subsidy for 5-7 years. The quantum of incentive shall vary as per the segment i.e. Micro, Small, Medium, Large and Mega and as per the location of the project.
